The structure itself signals that this is aimed at legal and operational systems outside OpenAI’s own products, not only at in-product enforcement.

The timing is tied to a measurable rise in abuse signals. In early 2025, the Internet Watch Foundation reported a 14% increase in AI-generated child sexual abuse content, with more than 8,000 reports detected. That matters because the blueprint is framed around a gap between fast-moving image and chatbot capabilities and slower-moving legal definitions, reporting obligations, and investigative workflows.

What the blueprint actually supports
