The stronger examples work differently: they let citizens, end-users, and experts interact early enough to shift opinion, define requirements, and test governance assumptions before AI systems or rules harden. AI Café 2024 in Luxembourg, participatory design work in the UK, and Japan’s Kankyo Cafe each show that the practical question is not whether the public is “informed,” but whether dialogue changes design choices, policy judgments, or both.

At AI Café 2024 in Luxembourg, the distinctive feature was not simply that experts and citizens shared a room. It was the event’s iterative voting format, which tracked whether discussion actually moved public views. On generative AI in education, the majority remained convinced of its benefits throughout the exchange, suggesting some opinions were already relatively settled. On labor-market effects, however, views shifted from stronger skepticism toward a more balanced position as debate unfolded. On the EU AI Act, uncertainty persisted, which is itself a useful result: it showed that public confidence in regulatory success was not easily produced by expert explanation alone.

The event also included a citizen AI competition with concrete incentives rather than symbolic participation. The hard part is not hosting the dialogue but proving it mattered

Participatory methods carry visible limits. They take time, facilitation skill, recruitment effort, and money. Virtual formats reduce travel but still depend on reliable access, moderation, and participant confidence with digital tools. In-person formats can deepen trust but are harder to scale. These are not secondary issues; they determine who shows up, which voices dominate, and whether the results are treated as representative enough to influence product teams or regulators.

The next checkpoint is more demanding than counting attendees or collecting favorable feedback. A useful safeguard is to require one documented output before the process starts: a policy memo, a design requirement list, or a public record showing how citizen proposals were handled. That kind of pre-commitment does not solve the resource problem, but it does reduce the most common failure mode in AI dialogue efforts: treating participation as an event format rather than as an input with consequences.
